After the Executive Council had several times considered the evidence, five Members held that on charge (a) Mr. Guterres was guilty; one held that he was not guilty and two that the charge was not proven. As regards charge (b) six Members found Mr. Guterres guilty and two held that the charge was not proven. On charge (c) one Member held that the officer was not guilty, whilst seven held that it was not proven. The Council was unanimous in holding that charge (d) was not proven; whilst as regards charge (e), six Members considered that Mr. Guterres was probably guilty and another was of opinion that there was no evidence in support of the charge.

His Excellency the General Officer Commanding abstained from recording his advice as he had not been present when the charges were heard.
